I've created a card using one of my favorite tag dies, Hearts-n-Tags Dies.

I first stamped the Chatterbox Background Stamp on white cardstock and then die cut it using the Hearts-n-Tags Dies.  I added a few of the little hearts also included in the tag die set for accents on the tag.  I tied some Tuxedo Turquoise Twine around the end of the tag and popped it up on my card layer.  The card panel was just two pieces of patterned paper from the Lotsa Love Patterned Paper Pack cut into strips and adhered to the card panel.
